Directorate of Partnerships, Research and ASALs Development

The Directorate is responsible for the overall management and coordination for Partnerships, Research and ASALs development function.

The specific functions of the Directorate include:

  1. Develop and review implement ASAL policies and programmes;
  2. Initiate legislative framework for ASALs;
  3. Coordinate implementation of Arid and Semi-Arid Lands policy
  4. Promote research on development of ASAL issues;
  5. Promote partnership with stakeholders on development of ASAL and related matters;
  6. Coordinate development of knowledge management systems for ASALs;
  7. Coordinate planning and development of ASALs.
  8. Identify key priority areas and strategic intervention for ASAL development
  9. Identification and mapping institutions, organization, agencies conducting research in ASALs;
  10. Develop and operationalize institutional framework for undertaking and sharing research for sustainable ASALs resource management and livelihood;
    Identify sources of funding; and
    Build rapport and maintain good relationships, linkages with investors, collaborators, partners and other stakeholders;

The Directorate is organized into two (2) divisions and two sections namely:

(i) Partnerships and Resource Mobilization Division; and
(ii) Research Development and Knowledge Management Division.

Partnership and Resource Mobilization Division

The Division will be headed at the level of a Director, Job Group ‘S’ who will be responsible to the Secretary, Partnerships, Research and ASALs Development for the management and coordination of the partnerships and resource mobilization function.

The specific functions of the Division include:

  1. Develop, implement and review resource mobilization and partnerships policies, strategies, standards, guidelines and procedures;
  2. Identify sources of funding;
  3. Develop funding proposals;
  4. Mobilize resource for financing ASAL projects and programmes;
  5. Make constructive engagement with potential investors, collaborators, partners, donors and other relevant stakeholders on financing ASAL projects;
  6. Build rapport and maintain good relationships, linkages with investors, collaborators, partners and other stakeholders;
  7. Maintain an up to date database of investors, collaborators, partners and other relevant stakeholders;
  8. Maintain networks of relevant agencies for partnerships with investors, collaborators, partners, donor and other relevant stakeholders;
  9. Promote public-private partnerships; and
  10. Prepare resource mobilization and partnerships reports.

Research and Knowledge Management Division

The Division will be headed at the level of a Director, Job Group ‘S’ who will be answerable to the Secretary, Partnerships, Research and ASALs Development for the overall coordination and management research and knowledge management function.

The specific functions of the Division include:

  1. Develop and review Arid and Semi-Arid Lands policy;
  2. Initiate legislative framework for ASALs;
  3. Coordinate implementation of Arid and Semi-Arid Lands policy
  4. Conduct Research relevant to Development of ASALs to generate evidence for policy formulation and investments.
  5. Provide policy direction
  6. Engaging stakeholders
  7. Identify key priority areas and strategic intervention for ASAL development
  8. Identification and mapping institutions, organization, agencies conducting research in ASALs;
  9. Conduct research for sustainable ASALs resource management and livelihood;
  10. Knowledge management;
  11. Develop and operationalize institutional framework for undertaking and sharing research for sustainable ASALs resource management and livelihood;
  12. Development of funding proposals;
