The obligations of the central government towards natural resource management include the protection of the environment and natural resources with a view to establishing a durable and sustainable system of development, including, in particular, fishing, hunting and gathering; protection of animals and wildlife; water protection, securing sufficient residual water, hydraulic engineering and the safety of dams; and energy policy.
The county government is obligated to implement specific national government policies on natural resources and environmental conservation including, soil, water conservation and forestry.
It is the responsibility of both the national and county governments to ensure sustainable exploitation, utilization, management and conservation of the environment and natural resources.
