The State Department for Public Service, formerly the Directorate of Public Service Management in the Ministry of Public Service and Gender was created vide Executive Order No. 1 of 2020.

- Government Human Resource Information Systems and Services;
- Internship and Volunteer Policy for Public Service;
- Government Payroll Policy and Standards;
- Shared Services;
- Research Development and Public Service Delivery Innovations;
- Public Service Career Planning and Development;
- Counselling Policy and Services.

The core functions of the State Department include:-
- Public Sector Reforms and Transformation including operational standards and process engineering;
- Coordination of Huduma Centres;
- Government Human Resource Information Systems and Services;
- Internship and Volunteer Policy for Public Service;
- Government Payroll Policy and Standards;
- Shared services
- Research Development and Public Service Delivery Innovations;
- Public Service Career Planning and Development
- Counselling Policy and Services.
The State Department is organized into the following four (4) technical Directorates and a Secretariat:
- Human Resource Management Policy;
- Management Consultancy Services
- Performance Management;
- Human Resource Development Policy
- Huduma Kenya Programme
