Social and Governance

Mandate

The Directorate is responsible for supporting policy formulation, planning and analysis in the Social and Governance sectors in consultation with Ministries Departments Agencies and Counties. The Directorate also assess the effectiveness of social and governance sector development policies, strategies and programmes.

Functions

The functions of the Directorate are to:

  1. Coordinate development, review, and dissemination of policies, plans, strategies, programmes and projects of the Social and Governance sectors;
  2. Provide technical guidance and advice to MDAs in the Social and Governance sectors;
  3. Co-convene various sectors in the annual budgetary preparation process of the Medium-Term Expenditure Framework (MTEF);
  4. Coordinate institutionalization of Knowledge Management in the country;
  5. Provide guidelines on the functions of the Central Planning and Project Monitoring Units (CPPMUs);
  6. Coordinate the implementation of multi-sectoral programmes and projects in collaboration with development partners;
  7. Coordinate development of the National Human Development Reports;
  8. Capacity build stakeholders in the areas of Human Rights Based Approach to Programming and any other emerging area in the Social and Governance Sector;
  9. Coordinate the reporting on Transformative Governance under the United Nations Development Assistance Framework (UNDAF)programme;
  10. Undertake Participatory Poverty Assessment Surveys (PPAs) after every two years to guide policies on progressive poverty reduction; and
  11. Develop and review guidelines for preparation of MDAs’ Strategic Plans
