The Directorate is responsible for overall management and coordination of the resilience building functions of the State Department.
The specific functions of the Directorate include:
- Implement economic and social intervention programmes to build resilience of the ASALs;
- develop institutional framework to facilitate peace building and conflict management in ASALs;
- undertake capacity building for resilience building in ASALs;
- coordinate institutions and stakeholders engaged in peace building and conflict management in ASALs;
- Coordinate peace negotiations and settlements among communities in conflicts;
- Implement special programmes for enhancement of development of ASALs;
- Develop integrated trans-boundary and cross-border programmes on peace and conflict management;
- Promote resources development through livelihood diversification and value addition;
- initiate cross border development frameworks in collaboration with other cross border ASAL states;
- Strengthen coordination for responses against drought and desertification;
- Promote livestock value chain and market access; and
- Coordinate Capacity development for improvement of livelihood support programmes.
The Directorate is organized into three (3) Divisions, namely:
- Community Integration and Peace Building Division;
- Special Programmes Division; and
- Resources Development Division
Community Integration and Peace Building Division
The Division will be headed at the level of a Director, Job Group ‘S’ who will be responsible to the Secretary, Resilience Building for the overall management and coordination of community integration, peace and conflict management function.
The specific functions of the section include:
- Identify threats to peace and develop strategies to address them;
- Develop conflict risk assessment framework;
- Map out potential spots of conflicts in ASALs for early response;
- Implement and review institutional framework to facilitate peace building and conflict management in ASALs;
- Identify and mobilize institutions and stakeholders engaged in peace building and conflict management;
- support peace negotiations and settlements among communities in conflicts;
- Develop IEC material to facilitate peace building process;
- Undertake sensitization programmes on peace building and conflict management;
- Liaise with relevant stakeholders in implementation of ASALs programmes;
- Undertake periodic impact assessment of peace building and conflict management initiatives in ASALs;
- Support post-conflicts reconciliation and reconstruction in ASAL;
- Identify cross border activities;
- Engage cross border communities to understand the importance of cross border collaboration among the ASAL cross border states;
- Monitor implementation of Bi-lateral ASALs cross border agreements;
- Initiate negotiations and joint cross border plans between Kenya and ASAL cross border states; and
- Mobilize resources for implementation of cross border integrated frameworks.
Special Programmes Division
The Division will be headed at the level of a Director, Job Group ‘S’ who will be responsible to the Secretary, Resilience Building for the overall management and coordination of special programmes function.
The specific functions of the Division include:
- Identify and assess special developmental needs in ASALs;
- design and implement special programmes in ASALs;
- Liaise with relevant stakeholders in implementation of ASALs programmes;
- Undertake resource mobilization for special programmes and projects;
- Provide technical advice on responses strategies against drought and desertification;
- Identify actors in responses against drought and desertification;
- Develop framework to facilitate efficient and effective coordination of responses against drought and desertification; and
- Data and Knowledge management of drought early warning to inform responses against drought and desertification;
- Develop and oversee implementation of drought response policies
- Develop and implement ecological restoration strategies to mitigate effects of desertification ;
- Monitoring and evaluation of responses against drought and desertification;
- Conduct impact assessment of implementation responses; and
- Collaborate with relevant stakeholders to provide incentives for climate change technologies in ASALs
Resources Development Division
The Division will be headed at the level of a Director, Job Group ‘S’ who will be answerable to the Secretary, Resilience Building for the overall strategic policy direction of resources development function.
The specific functions of the Division entail:
- Develop strategies for promotion of livestock development in ASALs;
- Collaborate with other relevant stakeholder to promote livestock in ASALs;
- Promotion of resilience programmes to mitigate livestock loss during drought; Support and strengthen strategies for sustainable management of natural resources in ASALs;
- Undertake capacity development for improvement of livestock production and diversification of other resources;
- Establish and operationalize Livestock Marketing Board;
- Conduct market research for ASAL livestock products ;
- Develop promotion channels for ASAL livestock products;
- Linking ASALs livestock products to markets;
- Develop strategies for value addition of resources in ASALs;
- Provide incentives to attract investment in value addition of resources in ASALs; and
- Collaborate with ASAL counties and relevant stakeholders for livestock development and Value addition of resources within Arid and Semi-Arid Areas;
- Develop, review and implement strategies for enhancing of livelihood resilience;
- Promotion of drought resistant crops and fodder production in ASALs;
- Partner with Investors in development of water resources and infrastructure
Resources Development Division comprise of two (2) Sections
- Livelihood Support Programmes Section; and
- Resource Value Addition.
